Worked with Frank as his budget analyst for many years. In one of many meetings with senior management the President pointed out that he was over budget. Frank's response was "I am not over budget but severely underfunded". Frank claimed he had the best job at P&WA, once commenting "where else would you be awarded tens of millions to try ideas while not being required to deliver an end product".
